Aerogel is very light and mostly air, but very strong. You probably need some amount of gas to make aerogel, but if you could make it in a really low-pressure environment, and perhaps even with a light gas, like hydrogen, perhaps when exposed to normal atmospheric pressure it will retain its structure and be light enough to float!
